Overview of Status:

Wisconsin has completed several studies to explore possibilities for offshore wind development in the Great Lakes. A significant component of Wisconsin's RPS goal for 2025 is mandated to come from in-state sources.

Policy and Regulation:

Wisconsin has a RPS of 25% renewable by 2025, and 10% must come from in-state energy sources.

 

Studies, Research and Development:

In 2008 the Wisconsin Public Service Commission convened a Wind on the Water study group to consider the full range of legal/regulatory, environmental, community, technical, and economic issues related to offshore wind development. The final report, titled Harnessing Wisconsin's Energy Resources: An Initial Investigation Into Great Lakes Wind Development was delivered in January 2009.

In 2009 the Great Lakes Commission published Preparation for Offshore Wind in Lake Michigan: Information Solicitation Options for Michigan and Wisconsin. The document explores Request for Information or Request for Expressions of Interest, Request for Proposals summarizes solicitations issued by East Coast states.

Wisconisn established a Governor’s Global Warming Task Force, which delivered the report Wisconsin's Strategy for Reducing Global Warming in July 2008. This report recommended a study of the potential for offshore wind development.

There is a Midwest Renewable Energy Association with a mission "to promote renewable energy, energy efficiency, and sustainable living through education and demonstration." Currently this group does not appear to be involved with offshore wind initiatives, but it might be a useful resource in the future.
